Is This a Bad Line?

The Patriots opened as 3.5 point favorites over the Steelers, though the game was quickly bet to 3. Not since the Washington Redskins were installed as point and a half favorites over the Miami Dolphins in Super Bowl VII has a team with a fifteen game winning streak gone off as a dog. Is this a bad line?
